\"fvrOnlangs nog heeft Karen Hudes een interview gedaan met Johan Oldenkamp op FindingVoicesRadio<\/a>. Dit interview was in de Engelse taal. Omdat nog steeds veel mensen de Engelse taal niet voldoende beheersen om zo’n interview goed te kunnen volgen heb ik Karen Hudes gevraagd of ze een interview wil doen in de Nederlandse taal, daar ze in Nederland gestudeerd heeft en onze taal beheerst.<\/p>\n

Karen Hudes<\/span><\/strong>. Karen studeerde economie aan de Universiteit van Amsterdam en vervolgens rechten aan de Universiteit van Yale in the staat Connecticut in het noordoosten van de USA. Ze werkte onder andere voor de juridische afdeling van de Wereldbank. Vanaf 2007 is ze klokkenluider over de kaping van het geldsysteem, waaronder de Wereldbank, onder leiding van de Jezuïeten. Karen Hudes is al jaren bezig met een gevecht dat niet te winnen lijkt omdat de machten achter de façades van overheden, banken en ongekozen instituten zoals de Wereldbank, Trilaterale Commissie etc. de deksel op een ongelooflijk grote doofpot weten te houden. Wat Karen eigenlijk zegt is dat wij met zijn allen, zeg maar de hele Westerse wereld en alle landen die zaken doen met de FED en de BIS bank, beide privébanken in handen van elitaire families die ongeacht hun daden wereldwijd beschermt worden door politiek en meeheulende media, ons gigantisch besodemieteren en ons zuur verdiende geld op oneigenlijke wijze via overheden en andere systemen afpakken, met alle ellendige gevolgen van dien. De berg aan informatie is zo hoog dat wij, Jeroen Ghuijs en ik ( Nexus ), Karen zullen vragen het verhaal in de Nederlandse taal te vertellen opdat jullie dit door kunnen spelen aan iedereen die daar belang bij heeft. En ik kan jullie vertellen dat iedereen hier belang bij heeft. Ik roep dan ook iedereen op dit interview te beluisteren en heel breed te delen. Dit zou wel eens het keerpunt kunnen betekenen voor de Westerse wereld. Zodra wij ontdaan zijn van de corrupte instellingen die de crises al eeuwen sturen en controleren, en niet te vergeten, godsgruwelijk rijk daarvan worden, kunnen wij samen aan de slag een nieuw, beter en eerlijker systeem op touw te zetten waarin het leven centraal staat en niet het allesvernietigende geld.<\/p>\n

Bijkomende factor is dat ook de talloze onnodige oorlogen tot het verleden zullen behoren en mensen hun landen kunnen gaan inrichten zoals zij dit zelf wensen.<\/p>\n

Wat verder nog van eminent belang is in de tekst van Karen Hudes is dat zij stellig beweert wat Bovendien ook al jaren beweert, dat onze media meeheulen met deze elitaire families en enkel vertellen wat deze families ons willen doen geloven. De media zijn niets anders dan een ordinair propagandakanaal van deze families.<\/p>\n

with   Ms. Zou, then chair of the Board’s Committee on Development   Effectiveness.  The top <\/span><\/p>\n

email   is to Melanne Verveer, the Ambassador-at-large for Global Women’s Issues.    I have <\/span><\/p>\n

met   many times with Ambassador Verveer on these rule of law issues, starting in   2006.  <\/span><\/p>\n

       The Board of Executive Directors can protect the World Bank’s   credit rating and bring the <\/span><\/p>\n

IBRD   into compliance on the capital market through accepting the DC Circuit Court   of Appeal’s <\/span><\/p>\n

  The United States Court of Appeals for the District of Columbia ruled that   the World <\/span><\/p>\n

Bank   was not immune from suit in Case No. 11-7109.   Robert Zoellick, the   World Bank’s <\/span><\/p>\n

former   President, fired me after I attempted to end the cover-up of corruption in a   banking <\/span><\/p>\n

sector   project in the Philippines.  I bought a World Bank bond and sued the   World Bank and <\/span><\/p>\n

KPMG,   the World Bank’s auditor, under the securities laws.  After the World   Bank’s 188 <\/span><\/p>\n

members   refused Robert Zoellick a second term, Mitt Romney appointed Zoellick as his <\/span><\/p>\n

national   security transition planning chief.
 
  I also warned US Congress that unless there was better Congressional   oversight to reign in <\/span><\/p>\n

US   abuse of authority at the World Bank, the World Bank’s shareholders would end   the 66 <\/span><\/p>\n

year   old “Gentlemen’s Agreement” for the US to appoint the President of   the World Bank.  <\/span><\/p>\n

In   a 2007 letter to the Joint Economic Committee, I wrote:
  “As the cover-up proceeded, I warned the U.S.  State and Treasury   Departments about the <\/span><\/p>\n

possible   consequences.  A highly accurate stakeholder analysis predicted three   years ago <\/span><\/p>\n

[in   2004] that the World Bank’s Board of Directors would take back the authority   delegated <\/span><\/p>\n

to   the president if he did not respect rule of law at the Bank.  The   analysis uses modern <\/span><\/p>\n

game   theory to simulate a bargaining process among stakeholders, predicts how they   will <\/span><\/p>\n

shift   their positions, and assesses the level of consensus in support of a   particular outcome.”<\/span><\/p>\n


  The 188 member countries of the World Bank ended the Gentlemen’s Agreement   for the <\/span><\/p>\n

US   to appoint the World Bank president in 2010. <\/span><\/p>\n

UK’s   Serious Fraud Office.  In 2010 the SFO called the US Securities and Exchange   Commission.   <\/span><\/p>\n

  The three rating agencies, the International Organization of Supreme Audit   Institutions, and <\/span><\/p>\n

the   International Organization of Securities Commissions are now considering the   following <\/span><\/p>\n

statement   of Mr. Pieter Stek, then Executive Director of the Netherlands constituency   and <\/span><\/p>\n

Chair   of IBRD’s Board Committee on Development Effectiveness:  <\/span><\/p>\n

“In   a multilateral institution which should be governed by the rule of law and <\/span><\/p>\n

high   standards of probity the charge of concealment from the Board of Executive <\/span><\/p>\n

Directors   of information relevant to the exercise of its duty of supervising management   <\/span><\/p>\n

and   the persecution of the person who brings this to light is extremely serious.    If correct, <\/span><\/p>\n

which   I believe, this poisonous cocktail undermines good governance and ultimately   the <\/span><\/p>\n

effectiveness   of the Bank in fulfilling its mandate.  I shall continue to assist Ms.   Hudes in <\/span><\/p>\n

her   efforts to have due process brought to bear, preferably by the Bank itself,   on these <\/span><\/p>\n

issues   of governance.”
 
  Let me know if you want any further information.  Dr. Jim Kim, Obama’s   appointee as <\/span><\/p>\n

President   of the World Bank, has not accepted the DC Circuit Court of Appeal’s offer of   <\/span><\/p>\n

mediation.    The stakeholder analysis is now predicting a currency war unless the <\/span><\/p>\n

corruption   at the World Bank is brought under control and the World Bank is brought <\/span><\/p>\n

into   compliance on the capital markets.<\/span><\/p>\n

         On February 26, I asked the members   of the Board’s Committee on <\/span><\/p>\n

Development   Effectiveness, in the attached email, whether in view of INT’s <\/span><\/p>\n

unfortunate   reputation for harassing whistleblowers, staff should be <\/span><\/p>\n

prevented   from reporting directly to CODE and whether INT’s proposed <\/span><\/p>\n

advisory   board would overlap the responsibilities envisaged for the Advisory <\/span><\/p>\n

Council   established pursuant to Article V, Section 6 of the Bank’s Articles.<\/span><\/p>\n

       Ten years ago when I was a member of   the Human Resources taskforce <\/span><\/p>\n

under   the Strategic Compact with the Board, I proposed reforms to increase <\/span><\/p>\n

accountability   and transparency at the World Bank. At that time, I counseled <\/span><\/p>\n

that   change efforts succeed only when 75% of management is ultimately <\/span><\/p>\n

convinced   that the status quo is unacceptable (Email dated June 1, 1998 to <\/span><\/p>\n

Robert   Drysdale, Katherine Tyler, and Alberto Bazzan). The Human Resources <\/span><\/p>\n

Vice   Presidency did not follow its institutional mandate to promote <\/span><\/p>\n

increased   transparency and accountability.   Instead, HRS is part and parcel <\/span><\/p>\n

of   a deficient control environment in the World Bank, documented fully by <\/span><\/p>\n

the   institutional cover-up on the Philippines Banking Sector Reform Loan.<\/span><\/p>\n

       Pieter Stek, the former Dutch   Executive Director, Chair of the Board’s <\/span><\/p>\n

Audit   Committee and Committee on Development Effectiveness, described my <\/span><\/p>\n

case   as follows:<\/span><\/p>\n

Karen   has bitten into a case of failure of the Bank, harm to a country, <\/span><\/p>\n

cover-up,   failure of evaluation, failure of controls, and threatening <\/span><\/p>\n

failure   of the Board (Audit Committee) to take up the issue. The corollary <\/span><\/p>\n

is   not hard to envisage: the Bank runs the risk of being caught with its <\/span><\/p>\n

pants   down (in an area where it is lecturing the developing world on how to <\/span><\/p>\n

dress)   and the whistleblower (who has not whistled in public) is at imminent <\/span><\/p>\n

risk   of being dismissed, due to failure of the checks and balances in the <\/span><\/p>\n

Bank   meant to protect individuals (the Integrity Directorate, the Ombudsman, <\/span><\/p>\n

the   Tribunal, President (Email dated   February 23, 2005, forwarded February <\/span><\/p>\n

       Last week, I asked various US   Congressional committees charged with <\/span><\/p>\n

oversight   of the World Bank whether it would be appropriate for the US <\/span><\/p>\n

Government   Accountability Office to assist the Independent Evaluation Group <\/span><\/p>\n

in   the evaluation of the World Bank’s internal controls. On March 26, 2008 <\/span><\/p>\n

Ms.   Michele Sumilas of the House Appropriations Committee met with Mr. Tom <\/span><\/p>\n

Melito   of the US Government Accountability Office to review this question. <\/span><\/p>\n

Mr.   Chris Armstrong of the Senate Finance Committee is also considering this <\/span><\/p>\n

question.<\/span><\/p>\n

       In light of OLAF’s familiarity with   the deficient control <\/span><\/p>\n

environment   at the World Bank, I wonder whether OLAF would care to assist in <\/span><\/p>\n

helping   to formulate appropriate terms of reference for the proper diagnosis <\/span><\/p>\n

of   requirements for whistleblower protection, HRS and INT independence.<\/span><\/p>\n

You   ask that OLAF inform member governments about what you see as a crisis <\/span><\/p>\n

in   governance at the bank. My Director   General and I met with a number of <\/span><\/p>\n

European   Executive Directors of the World Bank a few weeks ago to discuss <\/span><\/p>\n

the   Volcker Panel report. At the meeting there was also discussion about <\/span><\/p>\n

that   the Bank Group’s operations evaluation and self-evaluation activities <\/span><\/p>\n

are   adequate and efficient. It is now   proposed that staff should be <\/span><\/p>\n

prevented   from reporting misconduct on evaluations to the members of CODE to <\/span><\/p>\n

enable   them to carry out their oversight responsibilities. Instead, the <\/span><\/p>\n

proposed   whistleblower policy directs staff to report cover-ups on <\/span><\/p>\n

evaluations   to the Department of Institutional Integrity, (“INT”).<\/span><\/p>\n

Bank   staff lack confidence in INT’s independence.   The Staff Association <\/span><\/p>\n

Newsletter   reported in a May 2005 article entitled, Staff Want Grievances <\/span><\/p>\n

Handled   with Due Process:<\/span><\/p>\n

“INT   has been controversial. Outside   watchdog groups and staff have accused <\/span><\/p>\n

management   of using INT to perform punitive investigations on scanty <\/span><\/p>\n

evidence,   or of doing the reverse—calling off a warranted investigation. <\/span><\/p>\n

Victims   have included staff who have revealed accounting or project facts <\/span><\/p>\n

embarrassing   to managers…”<\/span><\/p>\n

INT’s   report to the Board concerning the cover-up of the Bank’s supervision <\/span><\/p>\n

mistakes   on the Philippines Banking Sector Reform Loan was unprofessional. <\/span><\/p>\n

INT   did not correct an inaccurate evaluation of the Bank’s supervision <\/span><\/p>\n

mistakes   on the BSRL, which resulted in a $500 million banking failure, <\/span><\/p>\n

cancellation   of $200 million from the Bank loan, and cancellation of a <\/span><\/p>\n

similar   amount from the Japanese cofinancing.   Instead, INT sought to <\/span><\/p>\n

discredit   me through a vicious ad hominem personal attack that did not <\/span><\/p>\n

address   any of the issues that I had raised.   Mr. Zutt has refused my <\/span><\/p>\n

February   1, 2008 request for INT to inform the Executive Directors of INT’s <\/span><\/p>\n

mistake   (attached).<\/span><\/p>\n

In   September 2007 the former President of the Philippines was found guilty <\/span><\/p>\n

of   plunder and ordered to repay the commissions that I had tried to prevent <\/span><\/p>\n

him   from receiving for the corrupt sale of government employee pension stock <\/span><\/p>\n

in   violation of the conditionality on the BSRL and the banking laws in the <\/span><\/p>\n

Philippines. The Bank’s supervision performance was   rated as satisfactory, <\/span><\/p>\n

and   I was fired on August 1,2007 in retaliation for reporting this internal   control <\/span><\/p>\n

lapse   to the Board. The Staff Association tried to inform the Administrative   Tribunal <\/span><\/p>\n

that   staff are intimidated from reporting misconduct as a result, but the   President <\/span><\/p>\n

of   the Tribunal refused to provide the Staff Association’s attached statement <\/span><\/p>\n

of   support to the other judges on the Tribunal.<\/span><\/p>\n

It   is now proposed to establish a three person advisory board for INT, with <\/span><\/p>\n

a   secretariat in the OPCS unit. I   request CODE to consider whether in view <\/span><\/p>\n

of   INT’s unfortunate reputation for harassing whistleblowers, staff should <\/span><\/p>\n
